Flakiness detection temporarily disabled

As usage of Tuist’s server-side features has grown, we identified a performance issue in the feature that detects flakiness in test cases. This issue began causing API request failures.

Since the feature is not yet widely adopted and we need time to develop a more efficient solution, we’ve made the decision to temporarily disable it. This ensures the reliability of other critical features, such as binary caching, remains unaffected.
